SkyToll and TollNet to build a new toll system in Croatia, improving driving safety and traffic flow on Croatian motorways

Bratislava, 24 September 2024 – SkyToll and TollNet of the ITIS Holding group signed a contract in Zagreb today for the development of a new Electronic Toll Collection System in Croatia. The new system will provide for the collection of tolls from passenger vehicles and lorries. It will maintain the principle of charging for kilometres driven, but thanks to new technologies it will substantially increase traffic flow and safety on Croatian motorways.

The bid by the consortium of SkyToll and TollNet, both part of the ITIS Holding group, was selected as the most advantageous in a competition of ten bidders. The new toll collection system will be introduced on all Croatian motorways administered by Hrvatske Autoceste, Bina Istra and Autocesta Zagreb-Macelj. The system will be commissioned within 24 months after the contract is signed.

“We have recently successfully completed projects in the Czech Republic, Slovenia and Austria. We are building a new toll system in Slovakia and are involved in the delivery of a toll collection enforcement system in the Netherlands. In Croatia, we want to prove that ITIS Holding group companies can deliver new innovative solutions and trouble-free implementation based on proven technology and extensive experience,” said Matej Okáli, the CEO of ITIS Holding, which is the 100% owner of SkyToll and TollNet.

The Croatian project will be largely pioneering across Europe. It will introduce so-called free flow performance charging for passenger cars, whereby passenger vehicles will be charged according to kilometres driven, but they will not be required to stop at the start or the end of a toll section and pay the toll. Toll payments will be carried out electronically without any restrictions on the flow of traffic. At the same time, the new system will preserve the possibility of using the popular ETC devices, which are currently used by lorry drivers and a certain part of passenger car drivers in Croatia.

From a technical point of view, the system will be based on two key technologies:

• ALPR (Automatic Licence Plate Recognition), which recognises the license plate numbers of passing vehicles in real-time for the collection of tolls by occasional light vehicle users and the tracking of toll payments for all vehicles.
• DSRC (radio communication system) technology for collecting tolls from ETC device users – i.e. frequent motorway users in cars and all lorries.

The new toll system will be compatible with EETS (European Electronic Toll Service) standards and will offer opportunities for further flexible development according to the needs of Croatian motorway administrators.
