Initial operating data from the new automated traffic safety program in Montgomery County, Maryland, show that the average time from violation capture to final review by the County has fallen from 8–12 days to one day or less. The VITRONIC-led program also achieved system uptime above 99%, while processed case volumes increased by more than 100% during the first months of operation.
Implementation began on November 1, 2025, followed by a six-month phased rollout in which 216 locations across the County were equipped and activated. The program combines speed and red-light enforcement with secure data transfer, case processing, payment and court integration, reporting, maintenance and day-to-day operations. Montgomery County retains policy authority, oversight and real-time access to program data.
VITRONIC, one of ITIS Holding’s operating companies alongside SkyToll and TollNet, leads the program and remains the clear, accountable partner for Montgomery County. It provides the traffic-safety technology, roadside enforcement systems, system integration and overall technical and operational delivery.
SkyToll plays an important role in the end-to-end operating model, contributing experience from operating complex, mission-critical mobility services. SkyToll’s contribution is supported by the use of a transport back-office solution provided by Prague-based TollNet, which helps connect transaction processing with downstream administrative workflows. For the County, these capabilities are delivered as one coherent service rather than as separate supplier relationships.

These early results are first and foremost a strong achievement by VITRONIC. The company leads the program, is accountable to the customer and combines its traffic-safety technology and operational capabilities with complementary expertise from SkyToll and TollNet. That is exactly how ITIS should work: the customer receives one coherent service, while our companies become stronger together.”
Montgomery County is already expanding the program with additional speed and red-light systems and new applications addressing distracted driving, seat-belt violations, pedestrian safety and vehicle identification. The expansion underlines the scalability of VITRONIC’s Traffic Safety as a Service model, in which technology, software and long-term operations are delivered as a managed program.
The multi-year contract, announced in 2025, may run for up to nine years and has a total value exceeding EUR 100 million. It is the largest managed operational service engagement in VITRONIC’s history and the first large-scale North American deployment jointly delivered by several companies within ITIS Holding.
